could be that your hard drive is slow... is an ATA(IDE) or SATA HDD and anyways, Oblivion kills PCs even the beefiest, well some beefiest of machine are dropping on there knees... and P4 doesnt help... oh and get illusion mods... mods that change graphical stuff around without the game loosings its gorgeous visuals... you can get some from www.tessource.net, trust me they will helpbad frame rate in Oblivion
I%26#39;ve got a somewhat similiar comp, 2600+, 1gb ram, 6600GT and I have no problems. I think it runs fine at 1024x768 with medium settings....
My suggestion is to try Oldblivion...
Update your drivers, then do a fresh install if that doesn%26#39;t work.

btw u should definitely consider buying a core 2 duo
that card is weak for oblivion.   you need to check the obivion tweak guide, and don%26#39;t get your hopes up.  your cpu is also a bit long in the tooth, but i think your card is the main problem.
Oblivion doesn't care about your cpu - It loves a fast vga card however, and the 6600GT isn't fast. My 7800GT could barely run the game as I wanted it to. The 8800GTS however totally smokes Oblivion.
Your Graphics card is your problem. I have the same card in this PC and also can%26#39;t play it. But I will be able to once I get my new PC built.
find the big tweak guide for it on google, you will know whne you find it... that is your only chance... you should be able to at least play it, although you will probably only be happy with the framerate in indoor areas, even when well optimized.

I%26#39;m running a 8800 GTS/4GB ram/AMD X2 4600+ o/ced to 2.8GHZ it runs pretty smooth it has a hiccup every now and then but overall it runs like butter its totally playable on max settings for me......hmm ya update some drivers cause you shouldnt be having that serious of issues your cpu is decent.
Check www.tweakguides.com for to tweak everything for A to Z in oblivion...
